Shanks and WB? remember early in the story when they heard the news of "Shanks" moving and meeting "WB". I am not saying Kaido is less than anyone else. No i am confident that after WB decline Kaido is the strongest but he isn't Strong enough to take on the WG.

Gorosei were afraid of making anyone angry. Nothing new here but there is a reason on why Kaido didn't go to attack them directly. Which explains why his threat level never surpassed WB.
