I think that Doffy suffers from the "early villain syndrome". His arc isn't that old for him to be considered a complete bum, but he's far enough to be moderately underrated (btw, Dressrosa ended more than 10 years ago... time flies). Obviously, there are characters who received far worse...
Well, I'm not particularly fond of G4, but I was always curious to see tankman's base form. The one we actually saw was the "full version" (as many have speculated, it also could be just a situational form, so maybe the "full version" is the only one that exists).

Well, pretty hard to speculate when most of those characters haven't shown anything concrete (Tserriednich has shown immense potential, but it's still too early to assume something), but I'd rank them like this:
1. Ging;
2. Chrollo (prime);
3. Tserriednich (prime);
