Oberyn is somewhat difficult to rank. I still think Gregor is a more difficult opponent to beat than Oberyn, for other warriors.
Daemon might lose to the Mountain but I'm unsure if that translates to him also losing to Oberyn most of the times.

It was stated that Kanmei was specially appointed deputy to Kouen, to go out and receive Oukotsu.
@Elder Lee Hung Kanmei was a deputy for Kouen for that particular event. So unless the deputy appointment remained afterwards, Kanmei wasn't part of the Kouen army.
