For sure bro. If it's just CoA or ACoA, then many people would have unlocked it since all species have COO and COA by default. But by filtring those people with CoC and after ACoC then only few people can achieve this, that's why only two unlocked black blade.

And GB not having a black Blade would prove 2 things. 1. Not a single admiral or yonkou have done it before. 2. Having Black blade automatically place you above people without one since obviously Mihawk > Shanks and Roger.
