Should still be in the same vicinity strenght-wise, this version of Shin should be able to atleast push Ouki to a high-diff. Him not fully mastering the glaive is ignoring that Shin had already been using a glaive for years and Shukai plains took 14 days.

Where is this statement even substantiated by? What feats does Shoumou have other than killing peasant fodder? Shoumou was one-shotted by Ouki whereas CGR was able to give Shukai plains Shin a decent fight who should be atleast in the same vicinity as Ouki at that point.

Yeah, if this was some sort of long-term siege scenario where Shintei is being starved it would make sense for some officials to start to hesitate or consider capitulating to Qin, but the fact that it's happening before any battle has even begun feels rushed.
