Yes Warlords were added in the story while Yonko system was planned ssince before the story started. Oda stated it already. I bet Mihawk wasn't meant to be warlord nor soke top pirate too. Just a top swordman for Zoro. I'm not even sure Mihawk was planned also earlier than other Warlords
