I don't believe that personally. I think that if kizaru, or Rayleigh or anybody else uses a sword against mihawk they will just lose. Plain and simple. He is the WSS.

Rayleigh is also versatile though. I think he is a swordsman but we shouldn't judge people's fighting style just based on one fight or a few panels.
