Maybe from the perspective that you see, but don't generalise it because there's still nothing that guarantees how the Gorosei need to be stronger than the Admirals.
The sole purpose of Yamato being created is to have her join the crew, so that Oda can continue to wank Oden till EOS. He's going as far as to have Yamato literally claim that she's Oden himself.
Yamato wanking Oden till EOS as a member of the crew would make them even more insufferable then they're already.
Jinbe was a fine addition, get rid of that Oden fanboy. She can be the stand in Shogun and join Luffy at the final war.
Wano is the worst arc post ts, writing wise.
What keeps the fandom from going ham on Oda is the fact that there's hope how the fights will be worth the suffering we went through, but spoiler alert: it won't.
It speaks volumes when an arc came to a point where people are praying that somehow...
The entire character of Oden+the akazaya scrubs are probably the worst written group i have seen in a long ass time.
Re-reading the flashback makes it even worse.
I was one of the hardcore WCI defenders, and you know what, i don't regret it even a bit.
WCI was a very enjoyable arc up until chapter 870.
These past 61 Wano chapters have shown me how bad Oda's writing can be. Literally the best parts of that arc is everything not tied to Wano itself...

The Title " Pirate King" is no longer the highest title a character can have in One piece.
Im-sama being " The King of the World" puts him above "The pirate King" portrayal wise, not necessarily power level related.
I think Blackbeard will eventually try to be another Rocks
