A comparison doesn’t change the fact that it’s not an assertion.
In fact, this whole “but it’s a question!!” thing is one of the dumbest things I’ve seen on here.
Here’s another example:
If a character says “could this be the work of fate?”.
Guess what?
It probably fucking is the work of...
Kaido “questioned” Luffy having CoC when he clearly used it to knock out fodder.
The clear implication here is that both Ashura and Kaido think Luffy used CoC.
But there is no assertion.
Pretty sure Roger, Dragon, and Shanks’ executives don’t have haki in general in the vivre cards.
Post TS Kid doesn’t have CoC according to them.
Take that as you will.
Here's a little Python script you can spam to see if they have uploaded the exact VC bounties or not.

Oden flashback started 41 years ago. Hyogoro when he saw Oden cut down the Mountain god (41 years ago) was 29 years old. Oden was 18. He would be 70 now.
For the rest of the timeline.
Oden becomes Daimyo of Kuri 39 years ago.
Oden meets Whitebeard and joins him 30 years ago.
Oden meets...
I don't see why Mihawk's bounty would be above 1 billion.
It shouldn't even be that high.
He does pretty much nothing.
He doesn't lead a crew. He isn't part of a crew, so his bounty can't be inflated.
He doesn't have many territories besides his castle.
I think people look at 300M+...
It's really no different from Oda not including "Hawkeye" but including WSS in 925 and then not including "World's Strongest Swordsman" but including 956.
The first and last time Oda included both were when we first saw Mihawk in the story in Ch. 50.
I dunno man...
I've read the manga and I can swear the "title" Pirate Empress is used in the exact same manner as the "epithets" Hawk-eye, Heavenly Demon, Tyrant, Surgeon of Death, and Genius jester.
When Mihawk lost his Warlord title, the title box made sure to include "Former Warlord".
However, when Mihawk "loses" his WSS title, the title box doesn't include "Former World's Strongest Swordsman".
Don't you find that a bit odd?
Saying Mihawk is no longer the WSS because it didn't state it...
The reason Databook Green gives isn't a strength-related reason. It says Zoro fights the second strongest not because he's weaker but rather because he recognises Luffy as the captain and respects him. He doesn't go beyond what is necessary.
It even calls them 'on par', 'equal'...
