Personally I just think you shouldn't use someone elses summaries to back yourself up, it's better to just look for (trustworthy) translation and interpret it however you would, or best, look at the original if you can read it

But NEVER EVER use google translate, simple terms are usually fine but paragraphs are a mess

The reason Databook Green gives isn't a strength-related reason. It says Zoro fights the second strongest not because he's weaker but rather because he recognises Luffy as the captain and respects him. He doesn't go beyond what is necessary.
It even calls them 'on par', 'equal', 'shoulder-to-shoulder' (肩を並べるほど)
Keep in mind this view of them exists AFTER Enies Lobby.

Idk why Databook Yellow states them as equally strong if the Manga story always showed Luffy > Zoro since the moment they entered the Grand Line. Also Databook Vivre Card is way more updated and says Luffy > Zoro as well.

But this is obvious, who in their right mind thinks that zoro is stronger than luffy? This should never even be considered debatable.
