People have been saying 10 long before Blackbeard’s 10 commanders were a thing. Same way people were saying 13 long before imu’s top 13 were a thing
Don’t understand the point of acting as if either is impossible and never gonna happen when even now Luffy is asking people to join his crew. Luffy getting 10 or even 13 doesn’t mean they all have to get fights each arc and never has
Oda didn’t consider him a full on member during fmi. Which is why we had to wait for wci for him to officially join and even then we had to wait again till onigashima for him to return. Oda not even putting him on crew color spreads pre onigashima

Going through old Vivre cards, I read Vivi's card from 2018:
Then the one from the newest Vivre card:
Both seem to emphasize she is a former Strawhat and comes right after the actual strawhat crew in order. So Vivi is rejoining 99%.
Maybe its a play from Oda to fill in number 11 and 12 with the ships until two more members join. With this Luffy ends up with 12 crewmates, just like the disciples and Oda isn't going to miss deifying Luffy.

In Wano oden and kaido had 9 along with luffy at the time

Doflamingo had like 15 and barely a quarter were fought by Strawhats. Kaido had 10 and only 7 were fought by the crew. Hell, Kizaru brought 9 VAs and only him and like 2 VAs were actually fought (and 1 shot) by Strawhats.
There is no feasible way we gain 4 more members (because Rocks and Imu arent included in their 13), not when it took Jinbe a decade to join and Oda refused to include Carrot or Yamato in the last 6-7.
At most I see is one more to match Teach and or maybe Akainu if the codename shit actually pans out, or maybe not.

Your point about the Fleet is literally the point Im making. And no, Monet and Vergo died the arc before, so we are just blatantly Cherry picking counts that happen to match up here, especially when there were several other allies outside of fleet members that existed in Dressrosa
Luffy isnt gaining 4 new crew members lol, that idea died when he stopped gaining anyone new in the last 10 years.
