I must genuinely ask, why is Jinbe seen as a potential Top Tier EOS? I can see your point with Zoro, Luffy, Yamato and even Sanji. But Jimbei?
Why? He has neither the necessary feats nor hype for me to presume that he will level up all that much in the future, and his current peak ain't that impressive either compared to the rest. Now don't get me wrong, I ain't saying he is weak / trash, but a Top Tier EOS? Doubt it.

I might be in the minority here but I'm not a huge fan of Jinbei staying at Yonko Commander level EOS because so called "Oh, he's old, he can't grow in strength anymore, etc."
People can still grow more regardless of their age, take Akainu for example. Most people thought Marineford was Akainu's peak of strength. After beating Aokiji and putting a new regime for the Navy, Akainu and the Marines grew stronger than before. So I think Jinbei can still grow more until he become a solid mid top tier by beating one of the Admiral candidates (Chaton).
But yeah, Strawhats will surpass Roger's crew and Rocks' crew by having multiple top tiers in the crew. The more top tiers, the better.

If you are talking about the rocks as a crew back when Roger and garp beat them then absolutely the sh's are gonna be a stronger crew.
If you are talking about each on rocks at their peaks then no the sh's nor any crew can match what rocks potential as a crew was. Not only did they have basically 4 yonko plus a extra top tier but also silver axe, John, and Wang zhi all of which could be at jinbe's level. Basically imagine the current yonko system but they are all allied, add another top tier leading them then add 3 more yc3 to yc1 characters to it. No crew ever has shown this potential.
