Marco was still just a right hand man. And a fairly cheerful one at that, he’s not someone who runs around burning towns for the fun of it. His one year leading the remnants... did not end successfully. There’s no real reason he should have a higher bounty than Luffy.

This exactly....Marco was hyped up to be the front runner for being the next emperor along with BB when WB was defeated.

Luffy is considered as 5th emperor. As both Marco and Luffy are/were considered as emperors (nearly) think Marco's bounty may be like 1.499 Billion berry or something lol

Well the reference is in regards to Luffy's Current bounty which is merely 1.5 B, so basically Marco's can hope to stand in the 1.4 range in the best case assuming Bao was right. And he almost certainly is.
