Zoro, Yamato, Katakuri,Loki, Scopper, and Rayleigh are the only outliers who haven't led a group of individuals on multiple occasions
Ray and Scopper we just dont have proof of them leading anything, Yamato was not shown leading, Zoro hasn't really been shown leading groups , although he was gathered followers before.

This emphasis on Love post Wano , and the entire theme around Sanji and Love is very similar to that of another Conquerors Haki user Boa Hancock. Oda has used very “simple” explanations for Sanji being able to do the impossible with his body by simply saying it’s because of things like passion and Love. I do think it’s more than that cause if simply love was enough he should’ve taped into Conquerors Haki Pre Timeskip. I do think Love Part of it.

The dialogue by Scopper in Chapter 1152 was actually subtle hint by Oda , in regards to how Sanji's Conquerors Haki works.
It's reference to Sanji having more than one presence within himself. Created by the internal struggle of rejecting his family and then putting on the Raid Suit that triggers Germa Abilities.
Teased in Chapter 1031 Sanji's 2 Presences are:
The Regular Flesh & Blood Sanji
and.........
The Warrior of Science that Has the Presence of a Supreme King
Basically Sanji can tap into his Conquerors in his Exoskeleton /Germa Mode but doesn’t have it in his Regular form.
He essentially has a DOUBLE PRESENCE
this concept of one character having more than one presence was first hinted at in Ch. 225 April 8th,2002.
with Blackbeard & later Hakuba
It’s very similar to Cavendish/Hakuba where Hakuba is 2x stronger and has abilities that Cavendish does not.
Sanji will unlock his true potentially once the Warrior of Science and Black Leg Sanji Become One. Sanji has to accept that Vinsmoke/Germa is part of who he is he doesn’t have to share the ideals but he does have to accept that it’s part of him. And once he does that the Exoskeleton becomes a Passive Ability that he doesn’t have to turn on and turn off.
We will see something Beyond Greatness
I predict a Duo Conquerors Haki moment with both Zoro & Sanji together knowing Oda.
