True, but only in the case of strangers. The bystander effect can actually be countered very easily if the victim points directly to someone to ask them for help.
You are confusing institutions and groups of people/community of raising. Institutions reproduces the interests of the dominations systems like patriarchy or racism for ex.. That's precisely why we are against them. The reason is their structure. Under capitalism, institutions will be capitalistic, under racism, they will be racist and so forth..
We want to desinstitutionnalize AND create healthy community / collectives. In such community, there will be no bystander effects and there won't be the problem related to the reproductions of dominations of institutions.
Group do delute responsibility, but they also aslo increase social pressure. So if something happens within such a group

I do not agree with that. Simply because I believe that masculinity and feminity are social constructs that evolves over time. It can be said because throurough history, these two notions have evolved independently of the vision of sexual characteristics that we know today.
Social constructs are fluid things, they evolve overtime. Genre are ones of the exemples.
