Kaido as the strongest and highest ranked person of the Beast pirates was the arc boss and the main villain of Wano.
Akainu, the underling of Imu and Gorosei aint gonna be the arc boss anywhere. Just a second or third rate villain.

The marine ain't no underling, it seems like you don't get the manga. Half of the marines we know are clear opponent of the WG, the rest are marine, not WG lapdog. They would be cp-0 members if that was the case

Akainu is smart and would find rayleigh and he would say where the op is now luffy could find it in 1 year too with gear 5 and akainu is now in his prime

He was supposed to find it in 5 years but that changed years (right around Alabasta) before he said this statement (after Marineford)
