Seeing how much Oda loves Akainu, he might even decide to have PK Luffy, Sabo, Fujitora, Katakuri and half of the grand fleet gang up together on Sakazuki with the red dog being taken down by the last man standing Luffy in an extreme diff effort. And Oda will also make sure Sakazuki took a direct hit from Franky's Pluton (the ancient weapon) before that.

They are "serious" characters, not like Kaido and BM, so I doubt it.
After all, he needed to make these freaks of nature a bit goofy and nerf them via their personalities, otherwise the plot armor, conveniences, etc of the main characters would be much more obvious (since the other option would be to make Yonko crush the alliance).
With Admirals this already wouldn't be needed since SHs would have enough power to confront them and Luffy will leave Wano with power above them.

Bigmom is written as unpredictable clown hag with overwhelming strength. Her character is perfectly consistent accordingly. So does other characters work according to their nature. So far in the whole one piece series only Kaidou felt like generic villain.
On the other hand, admirals are versatile personalities with minimum gags. More importantly they are end game materials. Pirates won't kill fellow pirates unless necessary but marines have no such qualms. They are very competent and by that time there will be no plot restrictions.
Lastly, admirals >> Kaidou and Bigmom.
