Cells whole purpose was to have a good fight. He achieved perfection and made goku the apparent strongest tap out.
He doesnt moan when gohan transformed at all. Its only when he realised because he caused him to transform he made gohan on a level that even his life goal of his perfect form couldnt touch did he lose his shit.

Frieza didn't lose his cool (fully) until Goku insulted him beyond everything else — suggesting Frieza wasn't worth fighting. That's when he brought out the death saucers, and when you can say he was desperate. But the whiny, crybaby stereotype belongs with Cell.
