CG system is based off Doflamingo's star system and both are financed by the underworld

In Dressrosa the reward system used by Doffy proceeded to lowball the bounty for all of Sabo (602m) Law (440m) and Luffy (400m) by offering a mere 3 stars (300m) for them

Likewise the system also doesn't acknowledge difference between individuals as Sabo has the same amount of stars as a guy whose bounty is 33% lower than his own

Some trolls might try to argue that Usopp got highballed as a counter-argument but that's due to Doffy losing his shit over what he did to Sugar and not him being rational with how he was assigning this number

Conclusion : CG bounties for Admirals/Garp are lowballed compared to what the WG would offer for them and these 4 characters wouldnt have identical bounties in the WG system

It’s obvious the bounties are incomparable. Even the usual suspects would recognize the incongruity with Roger & WB sitting at 5 billion with WG system and Garp at 3 with CG.

That’s not even considering lower ranks like Axe-hand Morgan having a 100 million bounty due to the 1 star for Captains.
A rank based, symbol system clearly won’t reflect like an individual, number based one.

Prime Garp would be 4.8 bil in my opinion.
