I think the Gorosei are IM’s satellites (or all are satellites), which means they will be like the Vegapunks; dangerous due to Technology but not Admiral level in combat. While the Admirals are basically the replacements for the Ancient Weapons and are suppose to be very strong. Similar to the Vegapunks having the 4 Seraphim as their main Weapons.

IM + Gorosei (6) = Punks (6)
Nika + Ancient Weapons (4) = Seraphim (4) = Admirals (4)
