Powers & Abilities Admirals OP Devil Fruits

Do the admirals get their strong fruits cause they got to admirals or got admirals cus they were strong from their devil fruits or a 3rd option?

The buddha, gravity, forst, light, ice, magma are all clearly strong did they get to their position from the fruits or get them?

Where does Garp fit into this as well.

We know now that Greenbull had his DF before joining admiral rank (he didn't eat for 3 years, so he at least has this fruit for as long).

Admirals getting fruits at promotion isn't ruled out, but I assume they got them on their own and not through the WG. This is further reinforced by the fact that both Kizaru and Kuzan had their fruits while being vice admirals.

The WG having so many top tier fruits, including high top tier logia fruits to spare and handing them out like candy to admirals and even vice admirals is very unlikely imo.
