The other two have less direct proofs for now, but imho It doesn't make much sense having 5 out of 7 past/future Admirals yes and two no: Sengoku, Akainu, Kuzan, Koby and Issho yes and two other no?
I don't think Oda sees Kizaru and Aramaki in any way weaker than the other "Admirals", let alone much weaker.

That aside from the fact of the black blade or Kizaru actually showing to be very autonomous.

In a world where Kata, Chinjao or Yamato have It, the Admirals are a sur bet. But I mean, Chinjao himself said there are countless:

What kills It for me Is that Koby Is clearly having It too and Sengoku had It.
So unless Fuji doesn't, making him thus the first case in the manga of Saijo user without It (not to mention he fits perfectly in any way), we would really be in a 5 out of 7 situation, which doesn't make sense.

If 5 have It, then all have It.

And tbh, Kizaru showed he Is much more strong willed than what we tought and all the BB about Aramaki makes It plausible.
