The other two have less direct proofs for now, but imho It doesn't make much sense having 5 out of 7 past/future Admirals yes and two no: Sengoku, Akainu, Kuzan, Koby and Issho yes and two other no?
I don't think Oda sees Kizaru and Aramaki in any way weaker than the other Admirals, let alone much weaker.
