What do you make of this? Chinjao says you have to stand atop those supreme kings to be PK, and then literally lists the supreme kings by name as Naval Admirals and Four Emperors.

Akainu is a far more obvious choice, which gives Kuzan the nod, so then we can kinda subcategorize the Admirals. But it all hinges on Fujitora. If you don't think he will get it, then that's the only argument I can see against the OP.

I kind of agree with this, (not that Kizaru is a good guy) I don't necessary believe all Admirals will ever get to go all out or even be defeated. They are a combination of too morally ambiguous and too strong, which puts them in a tough spot. Akainu doesn't gap them hard enough for everyone to neatly get their Admiral 1v1s, and I'm only confident Akainu will be allowed to show out because Oda can just use him to represent the Admirals, it's easier to do than go through each Admiral one by one. I'm not so confident Oda is the right author for this, he doesn't care to draw battles.
We might just get an sbs, vc drop, or even a statement in the manga which will just say btw Admirals have CoC.

Early on, CoC clearly seemed like some "chosen one" shit. The ones confirmed were:
Luffy - The MC
Rayleigh - Roger Pirate with a King epithet
Shanks - MC's father figure and arguably the biggest catalyst in OP
Boa - A queen
Whitebeard - Roger's Rival/Equal
Roger - The Pirate King
(I know some people think Oda planned everything or some shit; I'm not drinking that Kool-Aid, no one in marineford was even hinted to have it beside Dragon, which is the MC father.)
Now, post-TS, you bring up that Don Chinjao stuff, and you are right. Narratively—and I know you value this too, even if we don't always agree, versus most of the "feat guys" that plague the powerscaling community—this clearly says that by the time we're past Dressrosa, Conqueror's isn't a big deal. Chinjao's statement pretty much says tons of people have CoC. That's Part 2.
Now, Part 3 is Wano. In Wano, Oda made the decision that CoC is a power-up that is not only relevant but seems vital. Basically, if you don't have this or some other equivalent power, you're kinda locked out of the EoS top 5.
(I'm not addressing all the headcanons from people who created arbitrary CoC signifiers through poor reading comprehension.)
This tells me two things: A) Oda will change this as he sees fit, and B) over time, Oda made this more of a power-level issue.
My conclusion is this: At this point, it will depend on when and how the Admirals are fought. I'm of the opinion that Logia Awakenings are going to be some real, busted shit. We saw Kizaru already clowning Luffy without using it and while restricting himself, too. This means an Admiral could still pose an endgame-level threat to most characters, even in the final arc. However, if they're going to fight against the true top dogs at the end, that won't be enough, and they will need ACoC and other shit, too.
Read a history book, an empire is built on conquers submitting to greater conquers. The world government is the greatest empire of all time, with 20 kingdoms all submitting to the greatest conquer of all time, Imu. Ironically, Saturn himself was a cog in the machine replaced by the government for his rebellion, paralleling Kizaru and Vegapunk, and yet he had supreme kings Haki
Logia awakening is a good counterpoint. It might be verse breaking. To that I would say perhaps the Admirals will all have CoC, but not necessarily AdCoC. Just like all Yonkou had AdCoC but not Awakening. This seems like the balance beween top tiers, where Oda might slightly favour Admiral fruits, while slightly favouring Yonkou haki, but both still being well rounded in all departments. Heck even top tiers that have Conq coating like Kaidou/Big Mom and Shanks, don't seem to operate at the same level when it comes to Haki (Shanks is a notch above).
