What do you make of this? Chinjao says you have to stand atop those supreme kings to be PK, and then literally lists the supreme kings by name as Naval Admirals and Four Emperors.
You think Oda changed his mind? That would be the only explanation to Chinjao's statement being a lie. I would say there's a slight chance he had, up until the latest chapter.
Now, let's ignore the above. Do you think Fujitora won't end up with CoC, I think he is the key in all of this. Akainu is a far more obvious choice, which gives Kuzan the nod, so then we can kinda subcategorize the Admirals. But it all hinges on Fujitora. If you don't think he will get it, then that's the only argument I can see against the OP.
Here are my thoughts on CoC:
Early on, CoC clearly seemed like some "chosen one" shit. The ones confirmed were:
Luffy - The MC
Rayleigh - Roger Pirate with a King epithet
Shanks - MC's father figure and arguably the biggest catalyst in OP
Boa - A queen
Whitebeard - Roger's Rival/Equal
Roger - The Pirate King
(I know some people think Oda planned everything or some shit; I'm not drinking that Kool-Aid, no one in marineford was even hinted to have it beside Dragon, which is the MC father.)
Now, post-TS, you bring up that Don Chinjao stuff, and you are right. Narratively—and I know you value this too, even if we don't always agree, versus most of the "feat guys" that plague the powerscaling community—this clearly says that by the time we're past Dressrosa, Conqueror's isn't a big deal. Chinjao's statement pretty much says tons of people have CoC. That's Part 2.
Now, Part 3 is Wano. In Wano, Oda made the decision that CoC is a power-up that is not only relevant but seems vital. Basically, if you don't have this or some other equivalent power, you're kinda locked out of the EoS top 5.
(I'm not addressing all the headcanons from people who created arbitrary CoC signifiers through poor reading comprehension.)
This tells me two things: A) Oda will change this as he sees fit, and B) over time, Oda made this more of a power-level issue.
My conclusion is this: At this point, it will depend on when and how the Admirals are fought. I'm of the opinion that Logia Awakenings are going to be some real, busted shit. We saw Kizaru already clowning Luffy without using it and while restricting himself, too. This means an Admiral could still pose an endgame-level threat to most characters, even in the final arc. However, if they're going to fight against the true top dogs at the end, that won't be enough, and they will need ACoC and other shit, too.
