Burgess can grow stronger and this law can be applied to all the characters. For example Lucci got beated but he is 100% stronger now. Same thing with Trafalgar Law who got beated by Doflamingo but an arc later he showed how he grew stronger.

Anything can happen, even if a character got beated by someone there is a chance that he will grow, especially characters like Jesus Burgess who still has a lot to say story wise.

That’s fair. I’m thinking:

Lafitte (BB Pirates) —> Ryokugyu (Marines) —> Blond Gorosei

With minor clashes here and there.

I don't think Shanks' crew can compete at this point. Luffy's crew is clearly stronger. Only exception is Beckman > Zoro.

Luffy fulfilled his promise to Shanks: he gathered an even stronger crew.

They're ready to meet Shanks, whose crew was noted to be exceptional. At the very least, Shanks' reliable top three were. So he still has the chance to face off against one of Shanks' crew members and prove he's superior to them.

But even then, I think Shanks will be more like a Davy Beck 2.0 than a real fight.

Elbaf is also a big unknown. I think that's logically the next step forward, if only because the Sunny has taken a lot of damage the last two arcs and it's very probable that the Adam Tree is the central tree in Elbaf. So the Sunny can at least get proper repairs there and any upgrades Franky might have in mind for it.

His next standard, big fight, will be against Pizzaro. North Blue royalty connection. Pizzaro stands out against every other Impel Down prisoner except Shiryuu as well, with his unique uniform and lowkey ambition. We'll see Sanji fight and possibly unlock CoC against Pizzaro there.

After Queen, Sanji should either fight Pizarro or Lafitte. After that, Kizaru or Greenbull. Maybe even both. Blonde Gorosei could be an option if he turns out to be a fighter. And at EOS, Sanji will have a rematch with Gin who is stronger than before. That's how I see it.

1°-Ben Beckmann, in the DBF against the RHP, some people are saying Lucky roo, but its clear that in the Arc vs the RHP, Luffy fight Shanks, Zoro fight Mihawk and them Sanji the third guy(Ben).

2°-BB crewmate, but i really dont know who, we know Luffy will fight BB and Zoro will fight Shiryu, but we dont have much idea who is the third strongest member of the BB crew.

3°-WG member in the Final War, dont think It will be a admiral, but a CP0. Fujitora and Ryukugyu have too much hints on a civil war against the WG, dont think they will stay on governament side until the end.

4°(?)- One of the Gorosei pehaps. If Luffy fight Imu, Zoro could fight the bald Gorosei and Sanji the blonde one

Nothing confirms kizaru is 2nd strongest admiral, plus zoro has literally 0 reason to fight kizaru, just because he beat him in sabody ?? He got way higher chances to fight fujitora.
