It is not like when you have when you have 16 people worth of 7B+ are equal to someone who has bounty of 4B+ or 5B+
we saw how Kaido handled the red scabbards.
so let us consider the situation of Shanks he has 4B+ has maybe the best CoC in the series and for sure FS observation haki and advanced armament.
first he will uses his CoC haki for intimidation who knows he might knock many of them down. he will use FS to avoid their attacks and use advanced armament and CoC to one-shot every one of them. so it doesn't really matters how many people with 500M B+ he is against.

FUJITORA's feat of leaving SABO with Hematomas even though their fight was a draw is nothing impressive, the BB crew's own BURGUES did it to SABO, even though he was defeated.

Of course, I noticed a few things about SABO VERSUS BURGUES.
We know that SABO's fight against Navy Admiral FUJITORA, who also lacks impressive talent in DR, ended their clashes in a draw.
The fight between SABO and BURGUES started when Luffy ran out of HAKI and needed 10 minutes to reset his HAKI.

In chapter 787 we have SABO VERSUS BURGUES which shows that a fight is indeed going on.
And just after Luffy beat Doflamingo which means that SABO and BURGUES had been fighting for at least 10 minutes, 10 minutes was the time it took for Luffy to get his HAKI back and when SABO VERSUS BG started.
After luffy defeats DOFFY sabo submits with Burgues.
SABO was injured by BURGUES, he was left with bruises on his face, so this makes FUJITORA's feat less impressive. Even BG can leave him with bruises, FUJITORA didn't differentiate from BURGUES, the one expected of an admiral.

Which means that KIKU can have 510 Millions like IZOU, if it were a pirate or a not-so-distant bounty and we're talking about two characters that aren't even the hierarchy of the scabbards in terms of power/strength.
For you to have an idea, INUARASHI and NEKOMAMUSHI in their BASE forms fought for 5 days and 5 nights against JACK which is equivalent to 1 BILLION, without being defeated, both were in their BASE forms with NEKO even claiming that INU was being "soft or taking it easy" against JACK.
BASE and casual NEKO was able to pull JACK out of the ZOAN form, the ZOAN form of JACK who defeated the 3 mosquito nets and the entire MINK army, not to mention that both mosquito nets are superior to CARROT and WANDA who nearly beat PEROSPERO.
Base INUARASHI who fought versus JACK holding back and without being defeated, equaled ASHURA, they were equal.
In the same footprint we have JACK against INUARASHI, who even hinted that he couldn't/had no way to LOSE to JACK.

So I don't know how the excuse if they were even being restricted from the LARINES fan helps them.
