I'm pretty sure Doflamingo is literally saying that NAVY HQ is conquering the seas since navy HQ (not the navy) is one of the three great powers, and he's talking about the 3 great powers. The image also shows the admirals.

I would be shocked if Akainu doesn't have COC to be honest. Maybe not advanced coating though
