Latest chapters sealed Imu's fate of never reaching the final villain status and just being a team up fight for Goofy and Blackbeard or at least Blackbeard only:
After Blackbeard negates Imu's shitty regen gimmick, it will be easy to wipe the floor with him and his weak ass goons. So I will not talk about Imu here, since he's irrelevant.
Akainu and Blackbeard have been grouped as a Marines/Pirate duo

But even with all that, Akainu still edges out Blackbeard as being more important and evil:

Akainu also has the:- Biggest army in the world
- Seraphim
- 5bil bounty vs 3.9bil
- 3 strongest underlings in the world (Kizaru, Aramki, Fujitora) vs Blackbeard's (Shiryu, Laffite, Pizzaro)
Which obvious logic dictated that the character with stronger underlings is left for later in the story in order for MC's underlings to get strong enough to take on.

Akainu is a cog in the machine not the operator of the machine. He will serve as a main antagonist but he won't be the last. The only thing beating Akainu does is topple the marines leadership. If the gorosei step up and fill in for the admiral positions till the wg finds new admirals then the marines would be functional like usual. Akainu doesn't have enough influence nor is he strong enough to be the last villain. Akainu clearly isn't as strong as joyboy who lost to imu already. Luffy would need to be even stronger than joyboy to beat imu and that means Akainu wouldn't stand a chance at beating eos luffy. Akainu either serves as a warm up fight for luffy vs imu to show Luffy's progress or loses to Sabo eos.
