Kisame’s Water Dome would counter C4 by making it hard for the tiny clay particles to spread

Deidara does beat Kisame but Kisame is a much better Shinobi overall. But bombs have greater power in the water and Deidara fights from the air. Something Kisame can compensate for only so much.

Kisame's water dome was huge, if there is intel on both sides I don't see Deidara escaping.

The energy in the underwater shock wave attenuates very quickly with range. Therefore, the shock wave from an underwater explosion does not cause the same level of damage as one would expect from studying explosions in air.
