I thought you were trolling this entire time. You believe fuji can't move faster than pre skip luffy for real 
Fujitora is extremely stationary. Jinbei intercepted Luffy who was beside Luffy before he could use his attack. It's one thing to do that and it's another thing to move faster than G2 in a blitz.
Jimbei never moved faster than WsW either, WsW's mobility was giving him issues. Jimbei had to step on his tail to hit him with his final attack. Fujitora is very much a reaction based fighter as well.
Jinbe was either behind Luffy or on his side yet appeared in front how that's not movement speed? This was during Jinbe introduction chapters, it was obviously Oda showing he could casually move at Luffy top speed at this time.
There's also this scene of Jinbe moving at the same speed as out of timeskip G2 Luffy
The same Jinbe that was never portrayed much as a speedster and had issues with WsW's mobility btw, having to rely on counterattacks. Why tf are you gatekeeping pre-ts Luffy level of speed as something that a guy that got directly promoted to admiral rank need to prove himself to be worthy of out of all things.

That's not impressive movement speed. He was beside Luffy and just intercepted him before Luffy got his attack off, Jimbei has precognition with observation to boot so he moved off panel.
It's very different from Jimbei catching Luffy once he's already mid blitz, or clearing a jet pistol after it has come out. Jimbei would just parry it, or maybe move his head at best.
We've seen how Jimbei fares against a soru based fighter in WsW, clear as day he doesn't have the movement speed on par with that. He was having trouble the entire fight landing a single attack against WsW, WsW had to come to him and Jimbei would react, then finally he stepped on his tail before WsW could soru himself away.
Fujitora might be even more stationary than Jimbei, there is no shot in hell he moves like gear 2 on a whim, he can be mobile situationally with gravity but that's not his own body moving he's just manipulating gravity to give himself flight. He doesn't need to move as fast as G2 since he has observation and reaction speed required to react to anything, and he has the AOE to defend against anything with gravity of all things. Unfortunately amaterasu is pure hax, I'm pretty sure it locks onto whatever is in the line of sight of the mangekyou using it. Fujitora does not get gifted Raikage's or Gear 2's movemen speed, I'm not sure he gets out of the way in time, normally he would just be able to block.
