WsW is probably not much faster than EL Luffy in raw speed, no. Luffy was using a df only technique thanks to his rubber body that Garp and Coby don't have access to, so the leg strength argument doesn't hold as much weight with him. If you add observation to it sure WsW should be overall more evasive.

Sorry the majority of Naruto characters extremely struggle with lightning speed and it isn't doing it better when one of the fastest characters is about lightning speed but is it what it is. Picking some anti feats do not change what the verse is truly good at - there are just way too many characters who dealt with LS attacks in One Piece when we can say these are just inconsistencies. Just compare Nardo god tiers with OP verse and it's another story. THAT'S a mismatch, not stuff like Konan soloing Imu lol.

Most one piece characters aren't moving at lightning speed. They can react to it though, but traversing at those speeds is an entirely different discussion. This is one of the major perks of the goro goro no mi, it gives you lightning mobility.

I'm not arguing that the Naruto verse has better DC on average then OP characters. The issue is there's a lot of characters in OP who are pirates going around in the huge world causing destruction that Oda hypes up all the time, and yet nothing as specific as a country. When Oda was hyping up Kaido, he was more comfortable saying he sunk 1 trillion battleships and survived being executed 10 trillion times, as opposed to just "he was known for destroying entire countries" Very few Naruto characters have any intention of going around blowing stuff up, in comparison. They're assassin's.
Lightning speed is truly nothing when these characters can intercept light speed attacks. This is just objectively true. It doesn't make it better when a Pre TS villain was literally the lightning man. Luffy could deal with his speed but he had no chance against Kizaru who casually blitzed him like nothing.
Furthermore, reaction speed and CoO isn't enough if you're too slow. Fujitora would be blitzed left and right by Kizaru if this guy cannot even move as fast as Pre TS G2, both in combat and movement speed.
