I mean, guess it's also possible they wanted to take down another threat because at that point Town was pretty decimated. And Kagura was an unexpected target for a check, too.

If Lanji tried to perform the kill then it wouldn’t show up as failed. If T-Pein is actually a vig, Lanji was mafia.
