That's not even his worst offense in that scene, he made Sengoku of all characters look like he had aura. A vice admiral Sengoku btw... that's the first time I felt Sengoku was badass, it took Admiral Kong to do it. That speaks volumes.

I don't even really understand the point of the Commander in Chief role here when ostensibly Oda only gives a shit about the Fleet Admiral as the leader of the Marines.
Usually a CiC is the president/premier/dictator of a country, but Kong doesn't fit that role neither electorally nor diplomatically. Like the Fleet Admiral clearly answers to the Gorosei as we've seen many times with Akainu trading verbal jabs with them.
Feels cosmetic, Oda just wanted to show off one of his donut steel OCs.

If the Gorosei were snobbish recluses who refused to deal with the heads of these subsidiaries, then Kong would be much more important as he would be the most visible authority figure around.

This is what I’m saying, Kong is basically just there for the highest level approvals (picking a FA) or disputes between sub factions.

It’s a more glorified version of Sengoku’s inspector supreme job

He´s the human face of WG bureaucracy, I think simple as that. He could meet with anyone in any of the government departments or kings maybe.
