It's not rocket science tbh.
Simply acquiring Enma is a massive nerf because it will drain your Haki.
Training to use Enma is a power-up because it will improve your ryou control; if you release Enma it will draw out more of your Haki and you can cut deeper than usual. Thus, RT Zoro > pre-Enma Zoro.
Mastering Enma means going all-out with your Haki at all times with any blade you use. Enma is what allowed Zoro to realise this. Current Zoro can replace Enma with any blade of the same grade and he'd be just as strong.
So overall, Enma led to a power-up. It's like if you give me a fast car with terrible handling, I've got to practice to drive with the car. Once I've mastered it, I've become a better driver who can now drive any car.

Shusu's strength lies in the ability to combine oblique blows into one. Sandai Kitetsu's strength lies in his unbridled thirst for blood. Enma's strength lies in the ability to pull out more haki than necessary on impact. Can't you understand manga for teenagers?

Call it however you want and make the headcanons you prefer, but Enma itself has been highlighted more than once either by Hiyori praising its ability to cut Kaidou (instead of only her father's), Kaidou feeling Oden inside it, Zoro stating he needs to release more of its (not his own) power and Big Mom noticing it's not a normal sword.

Oda hasn't explained what's exactly "Enma's power", but he has been clear as hell that there's indeed something that belongs to Enma and Enma alone; otherwise said characters wouldn't focus on it instead of its weilder.

Not only they choose their user but, as per Kawamatsu's words, the soul living in a katana makes the samurai strong; it's factual that you will be enabled to "destroy the enemies" thanks to the strong soul still living in the sword of a fallen warrior, and this is certainly not just metaphorical since swords have been depicted as "living things" since Loguetown.
Saying that Enma is just a sword and a mere training tool goes against everything established in this story. Whatever Oden left in Enma is making Zoro stronger, simple as that; stating the contrary goes against factual evidence in this story.

People are wilding. Yea Emma is a power up because it allows Zoro to pull out more haki than he's mastered to make stronger attacks and better barriers. Emma allows Zoro to do something no other character has shown which is go beyond what you can output in haki using your life as a bargaining chip. Sure it has draw backs but so does df yet nobody says it's not a pu. Law's df costs his stamina and can drain his life force, luffy's df is useless starting out and you have to train to even be able to accurate attack something, BB's yami forces you to take double damage etc. Just because a ability has a draw back doesn't mean it's not a pu. Zoro without enma is weaker than Zoro with Emma because Zoro with Emma has access to stronger abilities.
Then it's a pu because Zoro can't do it without enma. This is not hard to understand. Emma allows Zoro to pull more haki to make him stronger. Zoro currently has a green aura haki that we have never seen because enma is allowing him to draw so much haki he'd otherwise have no access to till he trained to get it. Zoro with Emma is stronger than Zoro without enma. enma basically does for Zoro what gears do for luffy. Gears allow Luffy to jump up in strength whenever he chooses to use them without needing to train to get that strength. Enma does the same thing allowing Zoro to jump up in strength skipping over him needing to train his haki to do it but at the cost of it potentially taking his life. Every new sword Zoro has gotten has been a pu. Wado was a pu over a regular sword, yabashuri was a pu over a regular sword, kitetsu was a pu over a regular sword, shusui was a pu over yabashuri, and now enma is a pu over shusui. Literally show anywhere a new sword has not been a pu for Zoro. Even the character himself says enma will make him stronger.
