Giving both awakened Lucci and Kaku hagoromo was one of Oda stupidest decision.
Before that I assumed that these clouds were to emphasize a mythical zoan deity like status but now?
Does it mean Yamato was also awakened in Wano even though there was zero statement?
Why didn't Impel Down awakened wardens have these clouds?

Oda said that the Jailer Beasts got taken over by their fruits, so maybe awakened zoans lose the clouds in that case.
