I think when he was in Udon Luffy said "If only I could use haki" when he had seastone cuffs on, but I think seastone cuffs may not negate haki but instead it really drains you if you ate a fruit so you need to have a lot of willpower to power through that and use haki,

Luffy doesn't say it's hard to use haki, he just says he can't use haki

Not only that, but when his seastone cuffs are removed he immediately sees the future and stops Babanuki's attack, something he was completely unable to do while cuffed with seastone, the implication is clear, seastone prevents devil fruit users from using haki
