Shiryu is indeed not a Conqueror, nor will he have FS or "supposed adCoA" which is not a thing on swordsmen to begin with.
He is a parallel of Conqueror Oden tho, leader of 2nd division and he has to lift the bar higher than strongest of Kaido's top5.

Zoro isn't beating any adhaki conqueror villain yet till he faces Nasujuro.
He's not ready for that yet

but I also dont think shiryu has conquerors
not sure about the latter two types of haki, top commanders seem to be proficient with at least one but in general he isnt a top tier fighter.

Of course Zoro is way stronger than WCI Dogtooth. However, Dogtooth, unlike other Yonko Commanders, has plot potential for power-up (like Yamato). I won't be surprised if he returns to the plot with ACoC and ACoA.
