His strength would be worth no more than 800 or 900 million.
Which makes sense since Boa has a crew and Queen of Amazon Lily yet her bounty is 1.6 Billion, so her strength is probably worth around 1 Billion.
Aokiji would have his strength worth around 2 Billion like a Yonko level character and 500 Million for him being former Admiral.
Mihawk's strength alone is worth nearly 4 Billion.

So then, let me ask you. Why isn't Mihawk a Yonko? We are told in the manga, that Kaido became a Yonko based on his strength alone, and he's worth 4.6 billion.
We already see that the WG doesn't give you a choice in the matter. They dub who they believe should be a Yonko, and that's the final word. So one can't say it's because Mihawk doesn't want to be.

I say that because being former Admiral..he's even more dangerous to navy than an emperor. He knows all the inner secrets..the war planning strategies..behind the scenes work.
If he were to reveal those secrets to a top pirate..RIP

On the one hand, he could be seen as a massive threat to the WG because he knows their secrets like you said,
On the other hand, they may not consider him a huge threat since, as a former Marine, would Aokiji ever truly harm the Marines/the Government like other Pirates might? Would Aokiji ever attack/harm civilians like other Pirates might? These things aren’t necessarily within his character…idk.
