Big Mom's backstory is amazing, but everything else about her is kind of shit. She's a big case of wasted potential, she could be a Doffy tier villain if Oda knew what to do with her.

Kaido is inconsistent, but he has some cool moments here and there. Overall, he's a meh character.... but his backstory's probably going to be good.

this poll doesn't represent the entire OP community , BM and Kaido have many fans

that being said the best part from Kaido and BM story has yet to come imo so far Oda stalling and both BM and Kaido are doing nothing significant , the part where they will shine as characters will come , once Oda is done with the build up phase

Kaido had potential to be one of the biggest villains in the series with his build up since Punk Hazzard and his hyped introduction, perfect villain to lead the series to the ending phase, and the mentions of Wano arc over and over, the arc Oda was looking forward to draw since a long ass time.

So far I don't see really much of that.

So far both characters makes no sense at all. Kaido introduction was him "trying to suicide" and then finding Kid's alliance. Then we found out that Apoo betrayed them and that is the real reason Kaido was there. So Kaido never tried to suicide himself by falling from a sky island, he knew he wouldn't die and would fall near those pirates.

Kaido wants someone strong to beat him. He knows Oden was strong to do that. He also know that one of his subordinates cheated in that fight so he killed because he wanted a fair fight. So why the hell Kaido killed Oden? Why not leaving Oden alive to fight him again? And why not breaking his spirit as he is doing with Kid, Luffy etc.

Yeah and what's with him getting ptsd when he glorifies death defining a man.

Oda just flip flops with this character saying conflicting random shit

That poll doesn't really reflect anything except a consensus of favorites. At this point with so many characters, you can expect a few to be surprisingly low whether they're older or newer.

Arlong failed to get a top 20 spot in the first poll for which he qualified... while Johnny did. You may not like Kaido or Big Mom but don't reach, lol

Polls mean nothing, most people don't even begin to understand why they like or not something and vote following empty reasonings.

Regarding the question, Big Mom isn't a bad character but she isn't the kind of character most people accept and enjoy as a villain, while Kaido is indeed terrible and wasted potential in pretty much every sense, from design to concept to personality and role.
