He said it multiple times but some people decided that it was not enough and that Oda needs to literally write ''Mihawk > Shanks'' or ''Mihawk high diffs Shanks'' or it doesn't count.
On the other hand, the same people who claim it isn't ''clear enough'' have Ryokugyu as a swordsman that forged a black blade...baffling to say the least.
