Powers & Abilities Awakening Might Not Be Skill Based

With all the awakening speculation going on, maybe we are looking at this wrong, assuming vegapunks theory is somewhat correct.

If fruits are manifestations of desire, maybe they can only be awakened by people who best fit that initial desire.

Doffy was a master manipulator so his string fruit was perfect for the man who wished to marionette people around him. Katakuri was a glutton for food, specifically donuts, so maybe that helped him be in tune with whoever wished for the power to create mochi. Luffys identity is freedom. So it makes sense that a fruit based on a god of liberation awakened for him. And lucci is a bitch so he's awakened his house cat powers.

The point is, there's a possibility that non awakened users arent incompetent, they are incompatible.

It takes willpower, duh.

Doffy = CoC User, charismatic, incredible will.
Kata = same and likes fighting.
Luffy = same as the above.
Kid = same.
Law = except CoC same.
Lucci = except CoC same.

Itβ€˜s…not hard. You just need the skills to develop the DF until that which all of the above have as well as the willpower to not get taken over by the fruit.

He was simply addressing the powers that affect the environment after awakening not that only some devil fruits can awaken.
And ofcourse we know that not all awakenings necessarily allow you to affect the environment.

This is supported by Luffy commenting on how Doffy is changing the terrain.
