First of all, that's not the same SFX, the Zoro's one is a "inflict fear" one with 3 small lines on the right while Luffy's one doesn't have that 3 lines.

Having three guys with CoC in the same crew is not that good idea. It will make Coc seem not so special anymore. And no, roger pirates didnt actually had 4 coc users. Oden was an one year rental(barely a crewmate) and shanks was too young to be able to use it.
The only crew that had so many coc users were the Rocks and we all now how that ended up.

How can you even compare the Rocks Pirates which was made of people who didn't like each other, with the SHC that want to make Luffy the Pirate King? Would anything change if some of the SH's have CoC? No.

The case of Luffy shouldn't have much CoC users in the crew is dumb, Roger has 4 confirmed CoC users in his crew, Rocks pirates have 3 of the Yonko that can use CoC but apparently having a bunch of CoC users can disrupt the balance and rarity of power. Luffy is parallel to Roger instead of Xebec, he can recruit many CoC users without disrupting anybody because Luffy have the ability to turn people around him into ally according to Mihawk. Even Chinjao said that there are countless people with the qualities of a king. Kaido said that there shouldn't be this much CoC users around but it doesn't mean that he doesn't want CoC users to not exist lol.
Sanji loves fighting? He literally grew up as a “fighting chef” back in his home fighting is as important as cooking and his fighting style reflects that.
Sanji is arguably one of the best leaders on the crew, hence why when the crew was spitting up Luffy Zoro and Sanji each decided to separate and lead separate members.

I didnt say he cant fight or he wasnt trained. His personality is different from most coc users. 2 years ago he didnt even want to become a pirate and wanted to stay as a cook in baratie. He isnt ambitious enough. I am not saying there is no possibility, i just think its unlikely for him to be able to use it.
