It's not a when, it's a how.
Add as many as you want, but have them serve a narrative purpose. If Luffy ends up doing the only things important for overall plot, the rest of the crew might as well be faceless Klabautermanns taking care of the ship between arcs.

I liked Freaky and Brook, but nowadays I would have preferred if we stopped at Robin.

Let Usopp learn how to fix the ships in W7, brook was really cool, but he didn't need to enter, nor does Jinbe, they would had been perfect side character that keep appearing again.

Brook was the last addition that I found fitting and interesting. I never found Jinbei to belong in the Straw Hats, he is better with the Sun Pirates.

From a story standpoint, I feel like it rly became hard for Oda to handle the crew and properly use every one of them after Brook joined. But a pirate crew w/o a musician doesn't feel like a real pirate crew and Luffy already wanted to recruit a musician back in East Blue. Jinbe's nice and all but it doesn't feel like he's a necessary addition tbh.

So yeah, in terms of how it can affect the story negatively, I feel like the limit was 8 members, but I'm not sure we can determine when "he should've stopped".

Imo they should have been more, 13 most probably like many predicted, but it should have been either complete before TS already, or almost complete but we kinda know the next members already/they got a connection with Luffy so them joining after TS feels natural. Jinbe joining after TS (i think it should have been much earlier than he joined in story, imo could have waited for them at Sabaody already) works because he was there with Luffy when the others werent.

Skypiea is missing a recruit imo, and Hancock plus maybe Law should also be there Jinbe style, being the most prominent allies to Luffy in his lone arc without his crew (Ivankov too but hes his dads underling already). Law after Dressrosa and Hancock after the shichibukai downfall.

But if you exclude Hancock and Law from the equation, i think there is still room for Luffy + 12 or Luffy + 10 before TS

I mean it's really an issue that he stopped giving crew good storylines post time skip. Nami should have had a larger role in FMI, Franky could have gotten more in Punk Hazard with Vegapunk, Robin could have gotten more stuff with the Tottonas and RA in Dressrosa, WCI is obviously fine, and Zoro could have gotten more character focus in Wano.

I love Jinbe but I think Robin should have been the final SH. There’s just too many people to deal with now and once prominent characters are now relegated to the background like Chopper.

He shouldn't have added Brook and Jinbei, Law would be a better choice then Chopper too, also modified Franky should just get lost.
