It doesn't make sense for people to call Kaido WSC when Shanks beat him.
2 Emperors fighting is an event that many is seeing.
It can't be a secret fight between DFless Teach vs Shanks.
So Shanks definitely didn't beat Kaido, but proved he was powerful enough.
We literally see Oden didn't beat Kaido as well, Kaido compared that killing Luffy moment to defeating Oden moment, Kaido was far from over after Oden's attack.
If its not about the people who beat Kaido, then is that about top 5 strength overall?

It doesn't make sense to put Oden above Big mom, Rayleigh or Garp.
I think this is about top 5 Haki users.
Because all the conversation that Luffy punching Kaido was about Haki
So it makes sense when everyone is thinking about ''Haki'', Kaido too thought about top 5 Haki users that he fought.
It might be weird for you to think Oden's Haki > Big mom's or Rayleigh's Haki, but its possible only in Haki department, Oden might be superior.
1- Big mom has a very powerful DF to compensate so she can be stronger than Oden when you add her DF.
2- Rayleigh's fight IQ and perhaps his skills as martial artist is superior to most even if he doesn't have top 5 best Haki level. Rayleigh literally trained Luffy to be more efficient as a fighter, Ray is more skilled than most.
3- Garp's training was mostly about physical training while punching battleships, he wasnt training his Haki, so Garp can compensate that by having greater physical stats and has top 10 best Haki but no top 5 so he can too perhaps be stronger than Oden overall.
Oden was such a Haki monster that he was able to use Enma when he was very young, a sword that would instantly kills a normal swordsman:
''If you were just some normal swordsman, you would have had all your energy sucked out and collapsed immediately... Well done.''
A sword that makes Rooftop Zolo look weak, was nothing to even Pre-WB pirates Oden:

Shanks was always hyped due to his much superior Haki level.
So it makes sense to put Shanks above other Emperors and Admirals since they have DF powers while Shanks is only specialized in Haki and naturally must have better Haki to be on their level.
