There's no reason to think that what Mihawk mentioned is to misguide the readers, it's meant to inform the audience and it's a direct 1 for 1 individual strenght comparison.. There is because Mihawk focused on the individual power factor, not the entirety of the components to become PK..
Mihawk actually can not be comparing Apples to Oranges, for his remark as whole needs to be coherent, not only the point about the PK..
