I think Teach is trying to pull the same trick he did when he became a warlord to invade Impel Down. He didn't care about the title, he wanted to get the strongest inmates from Level Six to join his crew.

As you said, BB is trying to pull the same trick when he invaded Impel Down. However, his "shichibukai" title didnt give him a direct access to the Impel Down. In fact, Momonga mentioned that Hancock is a special case and they dont let pirates, including shichibukais, anywhere near the Impel Down. What the shichibukai title did was, it gave Blackbeard pirates access to certain facilities, for example, the control room of the gate of justice. Lafitte hypnotized the control room operators and ordered them to open the gate of justice. I guess this "King" privilege will be something similar, which wont grant him a direct access to Marijoa but will allow him access to certain other facilities that Blackbeard will use to his advantage to penetrate Impel Down.
Speaking of Lafitte, his hypnotism is another power that will help BB greatly to infiltrate Marijoa
As for Garp, the man would probably kill himself before being taken hostage, he has too much pride and old to put the Marines be in a compromising position.
