Based on comments here, the context in the databook is that it's talking about Crocodile. Can someone confirm this?

@Rukusho 's post also heavily implies this, given we see crocodile and a bunch of baroque works members.

If true, this would mean the dream refers to crocodile's dream specifically for obvious reasons, and it just happened that Mihawk and Moria were in the same panel that crocodile was in, during Roger's execution.

Why would Buggy question him and Croco for abandoning their original goals when they started piracy if Mihawk never wanted to be PK?

Mihawk stopped dreaming about PK when he and his got destroyed and they betrayed him (Oda said it it's because of betrayal that he became a warlord).

Everything that could potentially make Zoro and/or Mihawk an exception hurt him. Which is why he is continually making thread about them to disparage them.

To be fair, becoming PK also requires one to gather several combatants strong enough to repel/beat other Yonko or WG people.

A common Yonko have 3 super strong people, and gathering these people & making them follow you is very difficult.

While he has the strength & charm to do so, I think Mihawk's personality / history prevent him to fulfill that. Especially since he likes to do stuff solo / lone wolf archetype.

Thus, Mihawk "can't" become PK.

Everything else is just there to confuse you and make you argue with each other.
Oda said this is the core of the story and WSC and WSM have never been planned for the story core.

Only one World's Strongest mattered to begin with and you can guess which one - the one who represents Power and awaits the Power representative among the 3 triggers among Strawhats to dethrone him. Mihawk is WSS, WSM and WSC.
The gatekeep of WS titles in the present and whose defeat will attach all 3 of those onto the one who beats him.
