This dude had 3 yonko level fighters under him, knowledge that has been deemed forbidden including knowledge of a plan to sink the world, influence over the entire pirate world, and personal strength that rivals Whitebeard.
But his bounty is only 500 million above Whitebeard despite Whitebeards crew being significantly weaker, vastly less influential, and with no knowledge?

Arguably Whitebeard had far larger reach. He wasn’t one crew but many and actually held tons of territory

At Marineford, not knowing Whitebeard’s vastly weakened state(he was so weak Squard stabbed him) they make clear that he alone could take on the entire marines and have a good chance of winning.

Bounties are generally too low. A CD was willing to pay 500M for Camie.
I would've preferred higher numbers to really reflect the threat level of the Yonko and their crew in particular, given their faction their rise make them of the Three Great Powers in the world.
Dragon should also have the highest or second highest bounty in history, even higher than Roger, behind perhaps only Rocks.
