Yamato never went out of wano though and was an unknown. Loki had a pirate carrier outside of elbaph and has a active bounty.

Kuzan isn't just a Commander he's also a former Admiral of the navy with a very powerful Logia fruit
But I can see Shiryu eventually getting a bigger bounty due to being Teach's RHM/strongest subordinate.
