Buggy having resolve just keeps them and CG relevant as a Yonko group, which is a good thing.

But yeah he's not becoming PK or anything. There's levels to how far Oda can get away with Buggy and his status when it comes to keeping him relevant. PK is where it stops making sense

Zoro can keep sailing alone getting stronger until he is ready. Nami doesn't need to sail on the sunny to draw maps of the entire world. Brook can find his way to the grandline entrance on hos own to meet laboon for most of them failing to make Luffy the pk doesn't really impact their own goals much.

Zoro can become the wss without Luffy he just choose to carry Luffy dream on top of his own. Which is my main point strawhats can accomplish their goal individually with few exceptions
